Harker Heights voters approved Ground Game Texas's marijuana decriminalization initiative with approximately 64% of the vote in November 2022. Weeks later, the City Council repealed the voter-approved ordinance. Ground Game Texas responded by organizing another petition, this time allowing voters to review the council's repeal. In May 2023, the referendum produced an extraordinary one-vote result: 1,135 voters rejected the council's repeal and 1,134 supported it. The dispute became one of Ground Game's clearest examples of organizing not only to win policy, but to defend the initiative process itself.
