Ground Game Texas and ACT 4 SA developed the San Antonio Justice Charter, a multi-issue criminal-justice charter amendment placed before voters in May 2023. Proposition A proposed marijuana and abortion decriminalization, expanded cite-and-release policies for certain low-level offenses, restrictions on no-knock warrants and chokeholds, and creation of a city Justice Director. The measure was rejected by voters, receiving 28.37% of the vote. The campaign nevertheless brought a broad package of local criminal-justice policies directly before San Antonio voters through the citizen initiative process.
